Saguaro Cactus are endangered that's why the penalty is so strict. Once they're gone there won't be anymore....

Well durn better not get stuck there in the middle of no where without water and have to cut a cactus to get some liquid to survive then.

as an Az resident, I heard they are now putting transponders inside the cacti (or cactuses) to track thieves. But, really, who would want to steal a cactus!

As a former resident... people would steal the cactus and plant them in their yards. My cousin was fined $2000 for accidentaly hitting a cactus on the shoulder of the road. the law is taken pretty seriously.
