well i want to pay my driving fines in installmentbut i cant unless i dont pay them for 3 months the got to court for it and they charge u another $75 on top and i have to ask the judge to pay them in installment cos the cops wont let u pay it in stallments

Yea, like say if you bought a new brick wall for your home for $1200. The bricklayer might offer to let you pay it in 12 monthly installments of $100. Of course, most of the time when installments are offered, the person or group paid gets a little extra money for offering the service...
