I like the general idea. Let the addicts OD and kill themselves off, thus eliminating the demand -- as they say, there are no old heroin addicts. That's exactly the thought behind it. Before you can cure the people from the addiction, you gotta get rid of the crime behind it. And the way to get rid of the crime, is to steal their income. That is what this does.
And besides that, this canalizes the use of heroin, monitors the consequences, improves the public hygiene (no more polluted needles), etc. etc. etc.

Now that sounds like a winner. Wouldn't that be a simple way to shut down the drug runners. Only thing is the supply would probably not meet the demand.

think about it. smackheads don't go around robbin an mugging when they're on the ****. only when they're 'rattlin' ie in need. heroin really is cheap, if we give it away, then all the addicts will be away from the cashpoints, off the streets, and as you say, the world will have less weak people in it. am i makin' sense?

Heroin was available on prescription in the UK until the 60s...and most heroin deaths come from unclean drugs (unscrupulous dealers cutting it with unimaginable ****tails of similar-looking powder), or from ODs caused by irregular strengths (ditto) - both eliminated by a regular reliable supply. Plus, it's easier to keep track of exactly how big the addiction problem is.
