No corporation, university, business, entity, educational, charitable, or business organization ("organization") that uses any sort of automated telephone answering device, software, or combinatin, thereof, shall have more than three "levels" that one must go through before getting to an actual human being.

A governmental agency shall be restricted to no more than two "levels".

"Voice mail" or other individual answering devices, programs, or any combination, thereof, shall be considered a "level", even if added by the individual without the knowledge and consent of the organization or agency.

Organizations or agencies found guilty of violating this act shall have their directors or equivalent personnel slowly braised in phlegm until reduced to sufficient tenderness to be devoured by toothless gerbils.
