I really don't know where you get your information but - if you care to check out my beef in the International Forum regarding the age of sexual consent in Australia - you will see that Australia is made up of six separate states and two distinct territories, ALL of which have different laws enacted by their respective state or territory governments, and that these laws differ FROM STATE TO STATE.
So, there is no law that covers all states, the laws quoted make no sense and, even if one or more of them exist on the statute books of a particular state, they more than likely do not apply to any other state, due to the reasons cited.
