User regulations of the public libraries of Espoo, Helsinki, Kauniainen and Vantaa

These rules apply to the public libraries of Espoo, Helsinki, Kauniainen and Vantaa and, where applicable, to mobile libraries, institutional libraries and home library services.
Borrowing rights and the library card
You will receive a personal library card, a user ID and the right to borrow material by presenting an identity card which has your photograph and social security number, and by giving your address. If you do not have a Finnish social security number, your library card will be valid for three months at a time.
If you are under the age of 15, you will need the consent of either of your parents or some other adult guarantor in order to receive the card. The card is issued to day nurseries, schools and other institutions or corporations for one year at a time, subject to the consent of an adult guarantor.
You are personally responsible for the material you have borrowed. It is the guarantor who shall be responsible for materials borrowed with a card that has been issued to a person under 15 years of age and for materials borrowed using an institution or corporation card.
Your borrower's right will be cancelled if
you do not return your loan within 28 days from the expiry of the loan period
you lose or damage library material
you fail to pay your penalties when they have amounted to the sum set by the library
You will regain your borrower's right when
you return all expired loans
compensate for lost or damaged materials
pay all fees prescribed by the library
Please remember that you are for your own part responsible for using the library's collections and equipment properly and for maintaining its public facilities in good order. Failure to use the library's services properly or disturbing other customers will lead to the cancellation of your user rights.
As a library customer, you can
use the library's collections, public facilities and services
You also need a user ID for checking your loan details, for borrowing and reserving materials, and for renewing your loans through customer terminals or the Internet.

You can have up to 50 items on loan at the same time.
Of these, 20 can be CDs, 5 video cassettes, 5 DVDs and 5 CD ROMs
The normal loan period is 28 days. In the case of a very popular item, however, it can be 14 days.
Magazines are loaned for a period of 14 days.
Video cassettes and DVDs are loaned for a period of 7 days.
In film loans, the library follows the age limits set by the Finnish Board for Film Classification.
renew your loan 5 times if the item has not been reserved by somebody else
reserve materials from the public libraries of Espoo, Helsinki, Kauniainen and Vantaa through their customer terminals and the Internet
You can reserve items that are on loan or ones available in some other library. Please note that you cannot reserve materials in the reference collection.
The library charges a fee for all reservations except for materials in the children's section.
reserve an item on the shelf by phone without a reservation fee when you pick it up from the appropriate library
order an inter-library loan from Finland or abroad if the item is not available in the collections of any of the above libraries or those of the scientific and special libraries located in the capital region·
In providing inter-library loans, the library follows the regulations and fees valid at a given point in time.
suggest improvements or present complaints to the library staff regarding the library's collections, operation and services
check your personal information in the customer register after having proven your identity
After having proven his/her identity, the guarantor can check the details of the community for which he/she acts as the guarantor, and the expired loans and unsettled fees of a person under the age of 15.
As a library customer, you must
follow all user regulations in force
immediately inform the library staff of any changes in your name and/or address
contact the library staff immediately if you lose your library card
You are held responsible for all items borrowed with your card before you lost it and also for all penalties that may have accrued. This also applies to guarantors.
The library card which is reported lost is cancelled. A separate fee is charged for a new card.
present your library card when borrowing materials and renewing your loans
return your loans to any of the above libraries by the due date during their regular opening hours
A penalty is charged for all expired loans. It will accrue on all calendar days after the due date up to a set maximum sum specific to the loan concerned. The fee is not charged for items borrowed from the children's section.
The first reminder for an expired loan is sent to the customer 14 days after the due date except for video cassettes and DVDs for which the deadline is 7 days. Another reminder is sent 28 days after the due date.
When 60 days have elapsed from the due date, the library will contact a collection agency to have the outstanding fees paid.
pay the penalties and other fees prescribed by the library
All major library fees are listed in an enclosure to these regulations.
compensate for all lost or damaged items
Compensation instructions are contained in the enclosure.
The library shall ensure that
you have access to extensive library services
customer feedback is utilised in all development work
your personal information as a customer remains confidential
the library customer register is maintained in accordance with the Personal Data Act
A register description is available in the libraries and on the website of each library.
The library has the right to enter the borrower's social security number into its register (Decision by the Data Privacy Board no. 57/29th Nov 1993). The social security number is needed in issuing and cancelling library cards and borrowing rights and in collecting outstanding fees.
The library shall not be responsible for
damage that borrowed recordings may cause to your equipment
damage that borrowed library items may cause to a third party
Special cases that may arise with regard to these user regulations shall be settled by the library staff. Any disputes possibly arising from following these regulations shall be settled in the district courts of Espoo, Helsinki or Vantaa, depending on the location of the library concerned.
