TALLAHASSEE, Florida (AP) -- Gov. Jeb Bush said Tuesday he intends to sign a bill that would allow people who feel threatened -- even on the street or at a baseball game -- to "meet force with force" and defend themselves without fear of prosecution.

The measure, the top priority of the National Rifle Association in Florida this year, passed the House 94-20 on Tuesday. It had already passed the Senate.

Bush, who has championed tougher penalties for people convicted of using guns in crimes, said the bill is about self-defense and called it "a good, common sense, anti-crime issue."

The measure essentially extends a right Floridians already have in their home or car. Under present law, however, people attacked anywhere else are supposed to do what they can to avoid escalating the situation and can use deadly force only after they've tried to retreat.

"I'm sorry, people, but if I'm attacked I shouldn't have a duty to retreat," said the bill's sponsor, state Rep. Dennis Baxley. "That's a good way to get shot in the back."

Baxley said that if people have the clear right to defend themselves without having to worry about legal consequences, criminals will think twice.

Opponents feared the bill would make Florida resemble the wild West, but defenders say it is no different from what most other states allow in laws governing self-defense.

The bill says a person has "the right to stand his or her ground and meet force with force, including deadly force if he or she reasonably believes it is necessary to do so, to prevent death or great bodily harm to himself or herself or another."

I 100% for the right of self defense! All honest citizens should be allowed to carry also.:smash

Guess you can if you go through the testing and get a permit. Thing is most bad people are going to carry weapons and unless we are too then the self defense just won't work but good to know you won't be punished if you do defend yourself but you better have witnessess to back you up.

Can someone clarify for me what would happen if the person defending themselves missed the intended target and killed an innocent bystander.

since most criminals with any sense won't be attacking you with witnesses around, i would think this would be a moot point.. if u injure someone else other than the perpetrator, then i would think you would or could be sued by the victim or his/her family..

i'm not real keen on the wording of the governor, saying "if ur at a ballgame" etc.. why would a criminal attack you at a ballgame eh??..

I think the purpose of this bill is give more power back to the people.. and take it away from criminals.. and that i'm for.. however, am sure, once the final bill is passed.. it will not allow vigilantism (sic) and revenge shootings, only if u are threatened right there, right then, with a gun or knife in ur face.. :)

i'm not real keen on the wording of the governor, saying "if ur at a ballgame" etc.. why would a criminal attack you at a ballgame eh??.. It's not just referring to criminal's. Say somebody just hauled off and slugged you, which in itself is against the law, and you slugged them back. Both of you could be arrested. This law will only arrest the one who attacks first for whatever reason by whatever means(gun, fist, baseball bat etc.) Now if you were using a gun and missed your target and hit someone else, then guess you would be in deep doo.

Out of curiosity: where does reasonably begin and where does it end? Is there any jurisprudence on this?
