You are quoting only a fragment of the law out of context. Your own site gives more: "a bathhouse which as a primary activity encourages or permits conduct that ... can transmit AIDS, including ... [various sexual activities]" In context, the law makes a great deal of sense, and did help in fighting the spread of AIDS and other STD's.
