As a first boss using only morphing ball may result in a fine that you don't have to pay of 50 cents!

Mother Brain may be defeated w/ only morphing after you defeat one boss first!

But you want to know the funny part, you can't get to Mother Brain first anyways (Remember this is just a fake law and to always still call me punkonjunk1024 please, thank you) and this law is only applied when playing the game normally w/- any source of codes whatsoever!
