The term international refers to the organization or involvments between two or more countries. Given that, an international law is not a law found outside the United States of America, it is a law or treaty that involves multiple countries.
The term foreign laws would be way more appropriate, though, for evident reasons, it is not suitable for people that live outside USA. Hence, I suggest that you use the appellation "Outside USA" for this subsection of your site.
